Energy Assistance
Are you in a low-income household and need assistance with your energy bill?
Apply for the Home Energy Assistance Program (HEAP), operated by CSET. The program is available for low-income residents of Tulare County, applicants can receive the assistance once a year. Eligibility for assistance is based on HEAP income guidelines, number of people in the household, cost of energy and availability of funds.
Income Guidelines:
To qualify for the program, residents must not exceed the following income guidelines:

To apply for assistance, you will need to attend a HEAP workshop and present the following required documents:
Required Documents:
- All pages to most current electric bill
- All pages to most current gas bill or most recent propane receipt (bills cannot be a disconnection or deposit notice, bills cannot be for less than a 22 day billing cycle)
- Proof of income from all sources, for everyone in the household for the last 4 weeks
- Applicants Social Security Card and Photo ID
