Funded by a generous grant from Wells Fargo, this pilot program leads the way to revitalize the community by launching new businesses, creating new jobs, and bringing needed emergency funding to residents. The goal of CSET’s Bridge Loan Fund Program is to bring emergency financing to residents of Tulare and Kings County by assisting local entrepreneurs with working capital to start a small business.

Funds are dispersed directly to vendors for small business startup and/or emergency purposes, and not directly to the borrowers themselves. Interest rates are set at 4%, with no application or processing fees, and no pre-payment penalties. Business management and planning workshops, individual counseling, and assistance preparing loan packages are available for all program participants.

The Bridge Loan Program helps local entrepreneurs achieve their business goals in industries including, but not limited to:

  • Landscaping Business
  • Automotive Repair
  • Beauty Salons/Barber Shops
  • Home Day Care
  • Tax Services
  • Trucking


    Examples below may be included, but are not limited to:

    • Unexpected medical bills
    • Isolated incidents of inability to pay rent
    • Unforeseen car repairs
    • Unexpected repairs such as air conditioning, furnace or utility bill

    Program Eligibility

    Applicants and prospective entrepreneurs are eligible to receive a free financial literacy course if the amount requested is above $750 and to apply for low-cost financing if they meet ALL of the following requirements:

    • Must reside or plan to open a business located in Tulare or Kings County
