Visalia Navigation Center

The Visalia Navigation Center (VNC) is a low-barrier facility managed and operated by CSET. Spearheaded by TC Hope, a nonprofit dedicated to addressing homelessness, this 100-bed center is designed to help residents transition into permanent housing.

Beyond Shelter:
Holistic Care & Support

The VNC provides temporary accommodation for up to 100 residents at a time and offers a wide range of supportive services through CSET and partner organizations. On-site services include job training, mental health support, substance use prevention services, storage services, laundry services, and kennels for guests’ dogs.

How to Access the VNC

The VNC accepts referrals through the Coordinated Entry System and partnering agencies. For general information, individuals may call 211 or attend L.I.N.C. Outreach, held every other Monday. The L.I.N.C. outreach schedule and locations can be found on the Kings Tulare Homeless Alliance website at https://www.kthomelessalliance.org/linc.

A New Beginning for Armindo and Wendy

After years of housing instability and homelessness, Armindo and Wendy connected with the Visalia Navigation Center on July 3, 2025, seeking stability and support. Through case management, employment services, treatment support, and housing assistance, they began rebuilding their lives.

Armindo secured employment through CSET’s Back to Work program in October 2025, and Wendy found employment in December 2025. With continued progress and Rapid Rehousing assistance, the couple moved into their own home on March 25, 2026.

Since being housed, Wendy has earned her driver’s license and purchased a vehicle, helping them continue toward greater independence. Their journey highlights the power of support, opportunity, and determination to create lasting change.

CSET is dedicated to addressing family homelessness in Tulare County by helping unhoused families with children secure stable housing. Our focus is to support families in transitioning to and maintaining permanent housing while providing comprehensive supportive services and additional resources to meet their housing needs.

Clothing & Accessories

Adult Clothing: Shirts, pants, socks, jackets, sweaters, and underwear (Men's and Women's sizes L to 3XL).
Footwear: Shoes (all sizes for men and women) and flip flops/shower shoes.
Security: Key or combination locks.

Outdoor, Recreation & Activities

Recreation: Volleyball sets, art supplies, and kids' toys.
Outdoor & Security: Outdoor heat lamps and bike locks.

Dog Care Supplies

Food & Treats: Wet dog food and treats (please, no rawhide).
Gear: Collars, slip leads/leashes, and soft cloth pop-up kennels (Medium, Large, and XL).
Comfort & Care: Dog beds (medium and large), grooming brushes, nail trimmers, and flea/tick medication.
Waste Management: Large puppy pads and disposable pet bags.

Hygiene & Medical Supplies

Toiletries: Bath sponges, loofahs, soap, shampoo, deodorant, shaving cream, and razors.
First Aid: Band-aids and ointments.
