In celebration of May as Community Action Month, Community Services Employment Training (CSET) is highlighting its impact by sharing participant success stories, key accomplishments, and recognizing its Employees of the Year.
We Are Community Action
As the Community Action Agency in Tulare County, CSET addresses the evolving needs of individuals, youth, and families experiencing poverty. Each year, CSET serves more than 13,000 local residents through a wide range of services, including job training, financial education, housing support, food assistance, utility assistance, family services, and more.

CSET is a member of the National Community Action Partnership and the broader Community Action Network. More than a thousand agencies nationwide observe May as Community Action Month, working daily to create opportunities, transform lives, and strengthen communities.

Community Action History
Community Action emerged from President Lyndon B. Johnson’s War on Poverty and the advocacy of Dr. Martin Luther King Jr. The Economic Opportunity Act of 1964 established the Community Action Network, a system of national and local organizations dedicated to connecting millions of children and families to greater opportunity.
Community Action Agencies were created in 1964 as part of this initiative. CSET serves as the Community Action Agency for Tulare County.
