Our mission is to create strong and sustainable communities by advocating for, developing, and managing affordable housing for low- and moderate-income individuals and families. We believe that safe, stable housing plays a vital role in improving quality of life and remain committed to providing residents with the support they need to maintain a home of their own.
CSET’s Housing Services Department administers both short-term assistance and long-term support to help Tulare County residents achieve housing stability and get back on their feet. Programs include:

First-Time Home Buyer
The First-Time Home Buyer Program assists eligible applicants in purchasing their first home by providing deferred loan assistance and homeownership education.
Continuum Of Care
The Continuum of Care Housing Program helps develop and provide housing and supportive services for individuals transitioning from homelessness to supportive living while working toward self-sufficiency.
Fair Housing
We offer informational workshops on Fair Housing to help individuals learn more about their rights and understand how to report housing discrimination in California.
